Cleveland, Ohio.March 11, 2008 ..Boarded up homes that have been foreclosed on in intercity Cleveland. Nearly every street in the city has at least one of these homes. Most have several. The owners of the homes, in many cases the mortgage companies, have the responsibility of maintaining the homes. Often squatters, drug dealers and the homeless move into the abandon homes. Many times the copper pipes and wiring are stripped out of the homes by thieves to sell as scarp metal.
