Demonstrators just outside of the U.S. Department of Housing and Urban Development's (HUD) regional office in the Wanamaker Building to demand immediate implementation of the EHLP program, a $1 billion program enacted by Congress to assist homeowners and to prevent foreclosure. EHLP funds, to be obligated by September 30, 2011, are to provide mortgage payment assistance of up to 24 months to homeowners who have had at least 14% drop in income due to involuntary unemployment or underemployment caused by adverse economic conditions, medical emergency or serious injury.<br />
